On June 25, the Safe, Accountable, Fair, and Effective (SAFE) Justice Act of 2015 (H.R. 2944) was introduced in the U.S. House of Representatives by Congressmen Jim Sensenbrenner (R-WI) and Bobby Scott (D-VA). If passed into law, the bill would limit the application of federal drug mandatory minimum sentences to only the most high-level offenders, expand the exceptions to mandatory minimum drug and gun possession offenses, allow federal prisoners to earn time off their sentences for completing rehabilitative programs in prison, and fix numerous other problems in federal sentencing. Many of these reforms would benefit people who are already in federal prison (i.e., would be retroactive).
